Books are nice, but I would almost think a set of videos might be easier to follow.

I think videos are easier to follow for most people as well unless the audience member have hearing problems, and can't read the videos subtitles as quickly if the video has subtitles at all.

Sadly most how to videos don't have subtitles, making it hard to follow for those with hearing impaired.

In bigger cities and towns which pay school workers a fair wage, there maybe school workers and teachers who may help make subtitles for tech videos for students who have hearing problems. Some schools sometimes have English sign language interpreter for helping deaf people know what the teacher is saying in class by using sign language, so some schools may help find a typist to type out subtitles for a video if many deaf people request subtitles for a video.

Not all cites may offer that, which is a shame there isn't a more world wide way to cater to deaf people.

That is true, not all cities have enough educational workers for deaf people to follow along by having a sign language interpreter, or workers which can write subtitles for videos.

At least, there maybe online forums where there maybe members who may help deaf people find tech videos with subtitles, or help make subtitles.

Usually there is some online site to help people, if they want to use it. Many are too stubborn to do so.
